The Tanzanian Ministry of Finance engaged Norway Registers Development and Dyrkoren as Project Manager to undertake the design of a comprehensive program aimed at land and business reform in Tanzania. As part of this initiative, the Peruvian organization ILD (www.ild.org.pe) collaborated as a project partner. However, during the prestudy phase, the partnership encountered challenges due to disagreements on project design and approach. Through analysis and strategic planning, the design phase aimed to create a comprehensive roadmap that would address the unique needs and challenges of Tanzania’s land and business reform.
